Why are Inner city's so POOR!?!

It seems that always inner cities playing with minorities and underserved groups lack the basic resources that are just a mile away, or across the tracks. So many of us don't have access to tools resources and role models and it's creating a dire situation calling for revolution. What can we do about this, where do we start, does anyone even care?
